The district administration has adopted two separate budgets for the fiscal year 2012-2013.<\/p>\n
Both budgets are determined by the outcome of Proposition 30, the school and public safety protection act, Gov. Jerry Brown\u2019s tax initiative that aims to increase school funding by proposing a one to three percent tax increase on top-earners.<\/p>\n
One budget that assumes Proposition 30 will pass, the\u00a0other that Proposition 30 will fail.<\/p>\n
Administration is taking a \u201cconservative approach\u201d to the budget said Vice Chancellor Douglas Smith. Currently the district is operating as if it won\u2019 t receive any additional federal funding.<\/p>\n
Additionally, polls by PACE\/USC Rossier School of Education show that support for Proposition 30 among voters is on a downward trend.<\/p>\n
The lack of the supplementary federal funding may result in the district qualifying for the funding tier called \u201cBasic Aid.\u201d<\/p>\n
The tier is \u201cgenerally reserved for high-end real estate areas,\u201d said Charles Heimler, member of the district budget committee. Basic Aid funding relies heavily on local taxes, and currently, the district gains a very high percentage of its revenue through local taxes.<\/p>\n
