San Jose Promise will essentially pay for the first 2 years of college. This will <\/span><span id=\"E140\">minimize<\/span><span id=\"E142\"><\/span><span id=\"E144\"> student debt substantially for many. <\/span><\/p>\n<p id=\"E145\"><span id=\"E146\"> <\/span><span id=\"E148\"> <\/span><span id=\"E149\">California promise programs in<\/span><span id=\"E150\"> participating cities l<\/span><span id=\"E151\">ike San Francisco and San Jose <\/span><span id=\"E152\">are attempting to make college plausible for low income and poor communities.<\/span><span id=\"E154\">While this will open up a window of opportunity and serve as a way of elevating families out of poverty, it actually devalues college.<\/span><\/p>\n<p id=\"E155\"><span id=\"E157\"> <\/span><span id=\"E158\">A student loan is a good investment. Debt is a major problem<\/span><span id=\"E160\">, but<\/span><span id=\"E162\"><\/span><span id=\"E164\"> students should be encouraged to invest in themselves and<\/span><span id=\"E167\"> maximize<\/span><span id=\"E169\"><\/span><span id=\"E172\" class=\"qowt-stl-CommentReference\"><\/span><span id=\"E174\"> their college experience while minimizing work so that they can compete with their peers from wealthier backgrounds. Student de<\/span><span id=\"E175\">bt is overstated as a problem. <\/span><span id=\"E176\">The real culprit that makes it difficult to pay back is California\u2019s cost of living.<\/span><\/p>\n<p><span id=\"E178\"> <\/span><span id=\"E180\"> <\/span><span id=\"E181\">Will a degree still have value or might it begin to be taken for granted? Associate Degrees already have limited value in the labor market and serve as a marker for making a student eligible for transfer to a UC or CSU. Is it possible students might begin to underperform? These are real concerns policymakers should have. Some of the obstacles to education are exacerbated by astronomical housing costs. Also, the decreasing job market for young adults presents a problem. The service industry, both restaurant and retail used to employ college <\/span><\/p>\n<p>students part-time. Over the years immigration has created a situation where high school and <span id=\"E182\">college students have less job options as they have had to share this sector of the economy with immigrants. <\/span><\/p>\n<p id=\"E184\"><span id=\"E186\"> <\/span><span id=\"E187\">Manufacturing jobs have been lost as well due to global free market forces and technological advancements such as robotics. <\/span><\/p>\n<p id=\"E188\"><span id=\"E189\">Thes<\/span><span id=\"E190\">e two factors if addressed will<\/span><span id=\"E191\"> make c<\/span><span id=\"E192\">ommunity college affordable as<\/span><span id=\"E193\"> it once was. Rent control in close proximity to schools could address the lack of affordable housing. American foreign policy toward Mexico and Latin America that focuses on investment, trade, and industrialization would serve as a way to stabilize the unsustainable immigration border states like California experience.<\/span><\/p>\n<p id=\"E194\"><span id=\"E195\">Promising free <\/span><span id=\"E196\">education does not address the<\/span><span id=\"E197\"> underlying issues that drive the high cost of living Californians experience nor will it prepare a future workforce for the jobs of the future. Policymakers should revisit universal preschool to create a more upwardly mobile society. Preschool is very critical to a child&#8217;s overall educational development. <\/span><\/p>\n<p id=\"E198\"><span id=\"E199\">Universal preschool is the catalyst toward closing the achievement gap in k-12 education. Less fortunate children wil<\/span><span id=\"E200\">l not fall behind as they have<\/span><span id=\"E201\"> if California pre-school was universal. It can have the effect of transforming public schools and even be the key to someday having the last two years of high school looking more like the first two years of college as far as curriculum.<\/span><\/p>\n<p id=\"E202\"><span id=\"E203\">College level credits done in high school where public education already is free would speed up the time it takes to get an undergraduate degree and save money as a result.
